Hays Partners with Brightwave to Develop Blended Learning for the Office for National Statistics

Mixing classroom based learning with bespoke e-learning for maximum effect

Hays, a global leader in specialist recruitment and HR services, has partnered with Brightwave, the workplace learning specialist, to develop a blended training programme for the Office for National Statistics' (ONS) upcoming Census Test in 2007.

The programme will mix classroom based learning with e-learning to make sure that the Census teams have the right skills to maximise the returns from the Test.

"We chose to partner with Brightwave because of their award-winning approach to e-learning," said Andrea Pizey, Director of Training and Outplacement for Hays HR Consulting. "We needed a flexible partner that can deliver engaging e-learning modules to ensure consistency of information, as well as allowing individuals to learn at their own pace. We are looking forward to working closely with the ONS and Brightwave to make the Census Test a real success."

Brightwave will develop several e-learning modules for the ONS that will cover the general introduction to the Census as well as role specific information for team managers and enumerators. There will also be an online resource library for staff to use throughout the Test.

To accommodate this, the ONS has licensed Brightwave's Launch & Track system and their award-winning authoring tool, BILD. Hays and the ONS will also be using Brightwave's Evaluation Centre to measure satisfaction levels with the classroom and online learning components.

"We are delighted that Hays chose to work with Brightwave on this important project," said Bryan Krafchik, Principal Consultant for Brightwave. "As one of the leading bespoke e-learning specialists Brightwave has considerable experience of developing blended learning programmes for large organisations such as the ONS. Our tools and reporting capabilities will provide ONS with critical information on learner-content interactions to assist them in planning for the next Census in 2011."
